Can't edit bug report

Hi,

I submitted a bug (#17018) while logged in with my PHP.net account. As
the original submitter, when I attempt to edit the bug, it asks for a
password.

I didn't enter a password when I submitted the bug and using the
password recovery tool says: "No password found for #17018 bug report,
sorry."

Currently, I can't add additional feedback as the original submitter
because it keeps saying "incorrect password" when I submit the form
(even when I'm logged in).

I was able to add my feedback as an anonymous comment, but this feature
was hard to find. The email link goes directly to the edit page that
requires a password that doesn't exist.
