3.01 is now on the FLOSS exception page

I tried to fix other suggestions (comments, int for string lengths in
parameter
parsing, etc. (http://hg.mirin.cz/phprrd)

So, next attempt for getting a karma for maintaining rrd extension in pecl
repo.
