New PrimeBase Media Streaming (PBMS) extension

Hi,

I have a PBMS extension that I would like to get into pecl. Currently it is
on launch pad as part of the PBMS project: https://launchpad.net/~pbms-core
but it really should be it's own project.

PBMS is a plug-in for MySQL that allows BLOB data to be handled outside of
the database tables via it's own built in http server. The BLOB data can be
stored locally on disk or on an S3 server. For more details go to
http://www.blobstreaming.org/.

PBMS has also just been made a part of Drizzle as well.

The PBMS extension is basically just a wrapper around the PBMS client
library libpbmscl.so. I plan to release it under the PHP license.
