To clarify things a bit. pecl/ps depends on pslib and pslib should
be compilable on win32 as well. I, as the developer of both, have
done it about 2 years ago and created a cmake file for pslib. I haven't
tried it since then, but I don't see why it shouldn't work anymore.
There were some problems with all the graphic libs like libtiff, libjpeg,
etc.., but I got it finally compiled with some image format support.
Since I'm not a win32 developer at all and didn't have any need for
a win32 lib of pslib I didn't try since.
