if you have problems with your xampp installation, ask the xampp community
for support.
if you have problems using your choice of linux distribution or it's
packaging system, ask the distro's community for support.
if you have problems with pear/pecl, then come back here, but I think you
have bigger problems with your current level of skills, than installing pecl
extensions for php.

If I were you, I would drop the xampp, and create a normal lamp install from
your distribution's(ubuntu) package system:
http://www.howtoforge.com/ubuntu_lamp_for_newbies

then
apt-get install php5-dev php-pear
apt-get install pslib-dev
then
pecl install ps
hit return when prompted for pslib path (forksforme)
then create a file to /etc/php5/conf.d/ps.ini with the following content:
extension=ps.so
