We have restricted the licenses to BSD-like and PHP to be sure that all extensions can be used in any situation without legal pains. It is obvious that we have legacy extensions (btw, most payments extensions rely on free as in beer libs, but the service is usually not free) which do not fit to this new policy but it does not mean we can or should accept more because of them.
