html_form plugin

Dear List,

I'd like to know, whats are the requirements against a plugin in order
to become the official part of the smarty template engine?

I've implemented html_form plugin, and i'd like to contribute it to the
project, under LGPL license.

Note: 
* I may implement support in the future for other html_* functions, such
  as html_select_date, so it'll be possible to use them within html_form
