PHP https and IIS

sorry if this is obvious.

I need to connect to a service on IIS. Enterprise stuff so lots of 
beaurocracy a not necessarily sensible tech choices.
I have a prototype working and integrated in our systems. Must move to a 
productions environment.

I get simple errors when trying to use https.

Found a few OLD discussion on how ISS is broken and php-SOAP can't work 
around: in 2005.

Is it still this way? Is there a workaround or is it solved and I have a 
problem somewhere else ?
