We can use Github for small issues like typoes etc. and still use
bugs.php.net for ones that require discussion/attention still use our
bug tracking system.

I don't think this is a correct solution. Maybe we need to find better
label than "Language Specification" but splitting bug system because we
have some wrongly assigned bugs doesn't look like a good idea.
