Why php has not web standard like WSGI/ASGI in python

Hi, Until 2020, php is still mostly used under apache/nginx, php-cli is = still not widely used in production. I like the OO features of PHP, very similar with JAVA. I use some = python, but the grammar of Python is too shit, too dynamic. Python has PEP about web development : WSGI and ASGI. Since PHP cli has beed released for so many years ,why is there no PHP = version of WSGI/ASGI ? Or just directly use WSGI/ASGI server in python. PHP leak of a spirit leader like Linus in Linux and Guio in Python. = There must be some person that design the whole direction of project.=
