Very nice! :-) I think this split is the overall right strategy for sanity
of future changes, etc.

One thing I will advise is that since we have links all over the place
pointing to the current all-in-one spec php-spec-draft.md, we should
either have a redirect from it to the table of contents
(00-specification-for-php.md) or just copy the table of contents directly
into that file. Because I think we should remove the big blob and have
people directed to the table of contents, if we are going this route.

Thoughts?
