Hi!

I've merged the split pull, so now we have the spec split into chapters.
Please tell me if there are any problems. I've checked the internal
links and they seem to be working OK, if you notice anything broken
please tell me.

php-spec-draft.md is now a copy of 00-specification-for-php.md for BC
reasons, if anybody has better ideas please share or submit pulls.

I've tried to merge all simple pulls before the split, but some need
more review/discussion, so unfortunately it means they have to be redone
on the new files. Sorry about that.
