Version of https://github.com/php/php-langspec/pull/90 (defunct) rebased for PHP-5.6.

There's a version targeting master here: https://github.com/php/php-langspec/pull/107 

Please merge the master one after this one. The difference is that 5.6 doesn't allow constant arrays in `define()`.
