The developers were not asked to do anything except for being more
organized.  Instead of keep adding features for over 2 months of release
candidate versions testing, it would result on something of better quality
if this period was used fix outstanding bugs and finish pending
documentation.

I'm sorry for hoping for a better quality of PHP development, it's probably
my fault that PHP does not have wider acceptance and that directly or
indirectly everybody loose opportunities.
