Windows Binaries function support

I am a little new to PHP4 and am trying to understand the support for functions like ftp and odbc. Do the windows binaries come with this already installed or is there a place i can download the files necessary to use ftp or odbc. I thouth by enabling them in the ini that you could use them, but there is not even a line for ftp? Maybe i do not understand the structure of php4 enough. For instance if i want to use php's built in ftp how do i add it to my install?
