I don't want to get into your letter in too much detail so just a couple of 
things.

I don't think Rasmus tried to intentionally boycott you. We (the PHP Group) 
all believe that the more people in the community are contributing to PHP 
the better including Rasmus.
Don't forget that all of us including Rasmus are flooded with tons of Email 
(including CVS request Emails). It is really hard not to skip certain 
Emails by mistake.
Although Rasmus has volunteered to be the one who gets spammed by all of 
the CVS requests he's not the only one who can give CVS access. There are 
often situations where one of us others opens CVS accounts for someone 
because Rasmus hasn't had time to get around to it. Don't forget he's a 
volunteer like the rest of us.
Just write a letter to [email protected] explaining what you need CVS access 
for and we'll take care of it.
And by the way, when it comes to technical issues, it happens that we have 
heated discussions, it is nothing to take personally.
