Hmm. Well, you could've picked a better time to start leveling charges of
unprofessionalism...

Simply put, swwwing.com is NOT where the DLLs are officially located.
Officially, the PHP team doesn't support precompiled binaries of /any/ of the
code released on their site, with the exception of the Win32 module and CGI
listed on the download page.  If you need additional features under Win32,
then the "official" response will be that you should compile PHP from source.

Of course, since this is Open Source software, people are free to do just
about anything they want to with it once they've downloaded it, and that
includes compiling it and offering binary snapshots for download.
So there are Win32 binary snapshots that are made available on swwwing.com as
a resource for the PHP community, but they're not officially endorsed by the
php team.  As you correctly point out, if they were, they'd be mentioned on
the PHP homepage.
