That's fine, but I just would've expected an explicit, front page
announcement: "Unlike in PHP3, PHP4 will no longer ship with the precompiled
DLLs in the Win32 binary distribution."

At this point in time, the PHP Group does not officially redistribute the
DLLs. Build them from Source.
