That'd be not the solution. What if it's built on one machine and used on
another? And on build machine your Chineese (or Russian) friend uses his
belowed locale? 

In general, more I read about this locale stuff more I become close to the
opinion that we should stay away from locale matters, except in
well-defined locale support functions (like scanf, printf, etc.). That's
too much in there for a plain programming language.
