Maybe this would be an idea:
Top left: featured bug (a bug that might be important, can be checked easily
and there should be a solution, like the floating point bug), it should be
updated at least once a year probably (I don't know if that would be a
problem).
Top right: support information.
Bottom left: what is PHP information.
Bottom right: get involved.

In the sidebar I would probably put:
- Recent news (titles (with links) to the last 5 news items)
- A link to a page with conferences
- A link to a page with user group events
- A "Thanks to" part
- Related sites
