Just done.  Actually, it are two pull requests, as wiki.css is part of
web-shared:

Done.  As I understand it, sending an email to internals@ is not
necessary in this case.

I don't know if I could be of much help, as my experience with DokuWiki
is very limited, but I'd do my best.
