webapp performance dropped due to mod_php as opposed to fcgi?

Hello PHP support community, this is the first time I directly address a public support community mailing list, so excuse me if something goes wrong with my query. The question: under similar circumstances, could the switch from fcgi mode to mod_php cause a double increase in response time of our webapp? Details: we switched from a managed server on hetzner to windows azure, and the only difference (as we see at the moment) on the machines is that the azure machine has php as apache module, and once we switched to azure users began complaining about the significant increase in response time. We measured response time and observed an average of double increase. Could mod_php cause such a problem or do I look for the problem somewhere else? Thanks.
