How to Building PHP from source on windows XP?which library file must be requied?

I have contained the library files：
1.LIBXML
2.ZLIB
3.ICONV

Compile always occur fllowing errors:

not found file:zend_config.h
not found file:php_config.h
not found file:strings.h


 Where can I find these files to be?
 What is needed library?
