for an updated version of the proposed pages, please see
http://www.zapt.info/ianal/

I combined most of the text into one main licensing page, with a list of
contents and anchors. I left the suggested guidelines text in two
separate files because they have a reasonable amount of content:

http://www.zapt.info/ianal/contrib-guidelines-code.html
http://www.zapt.info/ianal/distrib-guidelines-code.html

This also makes it easy to follow the ReST approach you suggested.

It would be good to link to this from the PHP home page
(I can't find any 'Licensing' link).

Great idea.
