This is original wording which I have not modified at all. 
If possible it should be checked with the author. 
I agree it doesn't make sense to imply that you can't view the 
the graphical elements etc. of the site. Maybe we should 
remove the word "view" from the first sentence, so it reads: 

"The rights specified above to download and print the documents
and information available on this Site are not applicable to the
graphical elements, design or layout of this Site." ...etc.

This was intended to replace the old FAQ page (some of which is very old).

Yes - it's not an obvious place to look for the code (or doc) licensing.

I think "License" is clear - or how about "Licensing"  ??
