PHP online info manual

Where can I find the documentation software used at
http://www.php.net/manual and modify it for text and not code
documentation?
I want to create an online user's manual for my software and would like
for it to function just like the PHP manual listed above. However,
unlike Jade http://www.jclark.com/jade I want the document to focus on
"how to" text (i.e. how to install the product, how to use one of the
screens, etc) and not documenting software. 

Any ideas?
