About PHP Group and Zend

I'm sorry if this is the wrong contact address,

I am learning to be a PHP developer, and can code myself although looking at
the Zend Certified Engineer exam. It confused me on the FIRST question, it
says the answer is:
"PHP is a embedded scripting language based on the zend engine"

I was under the belief that the scripting language was based on apache, and
developed by PHP.
