Are you editing C:\Program Files\PHP\php.ini

Try ...

php -c "C:\Program Files\PHP\php.ini" -m

"It seems like it does not even read the php.ini file that I have set
it to use."

Where did you set the ini file path ?

You've got several places.

I prefer the registry...

[HKEY_LOCAL_MACHINE\SOFTWARE\PHP\5]
"IniFilePath"="D:\\PHP\\INI"
