How did you setup your environment? Using the SDK cmd line and then:

setenv /xp /x86 /debug ? That should setup all the path correctly for
the debug crt as well.

As of libpq, it should be in your deps/bin like other DLLs from our
builds. Then simply do SET
PATH=%PATH%;c:\php-sdk\php53\vc9\x86\deps\bin

LIB and INCLUDE are for development files.
