PHP crashing on Windows 10 build 19h1

Hey guys,

I downloaded PHP 7.3.5 and tried to run a simple php --version and got a
crash window when I enable any extension (no crash with no extensions
enabled), Event viewer gave me this:

I also tried to build my own and got the same results.

Any idea what can be causing this crash every time I enable an extension
for PHP?
