MIssing DLLs for some PECL packages

Hi,

I've noticed that there are sometimes missing DLLs for Windows for a few PECL packages, especially when they've released a new version recently. Eg. apcu 5.1.22, pdo_sqlsrv 5.10.1, or sqlsrv 5.10.1.

Who takes care of compiling the DLLs for Windows? Should I report this somewhere (bugzilla or something similar)?
