How does one persuade a web host to enable XSL?

Hello,

My web host does not have PHP's XSL extension enabled. My web host is 
inexpensive, but their commitment to costumer service is inconsistent. 
They often dismiss bug reports as feature requests.

Should I expect the XSL extension to be enabled in a typical PHP 5 
installation? I have prepared an outline for an extemporaneous telephone 
presentation I plan to give on why my web host should enable XSL. This 
outline has three top-level headings. Here is the outline's URL:

Some of my friends think I should not use sections 3.3.2 and 3.3.3. I 
only plan to use these sections if the rep says they can't refer me to 
somebody who has the authority to enable XSL. What do you think I should 
say if the rep says they can't refer me to anybody?

In the past, when pressed to enable PEAR, my web host stated that PEAR 
is a security hazard. They have also stated that allowing join queries 
in phpMyAdmin is a security hazard. Do you know if such security hazards 
exist?
