Current status

As of now there is a working SVN repository available for read-only  
access at <http://svn.php.net>. I decided to go back to a single- 
repository layout for the sake of management sanity, given some of the  
issues we're still facing. Splitting can happen later if individual  
teams feel the need for it.

What needs to happen now is for all the various scripts that use CVS  
to be updated. These can be found at php-master-web, systems, php-src,  
and so forth. It would be helpful if someone could compile a working  
list of what needs to be changed, since I can't seem to find them all.
