a github test: the php docs

I did a simple git-cvsimport and github push of the docs and the  
results look okay:

   - http://github.com/philipolson/phpdocs/tree/master

I did not test or compare with the likes of parsecvs[1] or cvs2git but:

   - Generating (git-cvsimport) took about eight hours on my macbook
   - This is only the english version
   - The history looks okay
   - An official move will likely change users to: user <[email protected]>
   - The docs cvs history is simpler than php-src and pecl
   - Repository size is about the same between cvs and git
