I'm STRONGLY in support of this, especially BEFORE the SVN move. The  
current authentication system in place is hackish and ugly, to say the  
least.

Something to be considered in such a system is binding commit access  
to individual users, instead of a giant avail file.

As the current "expert" in the SVN move, I'm not able to devote any  
time to helping at the moment, save for fringe tasks like maintaining  
the avail files (UGH!!!) and offering thoughts and advice to those  
with the time. But that in mind, I'll do what I can to help if we've  
really decided to go SVN instead of GitHub for now.

On that subject, I'm actually on the GitHub side, but I agree with  
those who've said "we're so close to SVN and GitHub isn't ready".
