Added a Page for COmmunity-Gatherings to the Usergroup-Wiki

Hi all.

I've just added a page for community-gatherings like the one yesterday
at tek to the usergroup-page at https://wiki.php.net/usergroups.

It already includes the contribution from Chris as well as a link to the
Youtube-video.
