At BostonPHP we are very anti-spam when it comes to email, so we use the
meetup mailing list, but it's usually only used by the organizers and we
rarely approve emails sent by users.  For discussions, members are
encouraged to use the discussion forums.

We currently have 3,110 members on the mailing list.

As for frequency, we try to limit it to ~1 email per month (recently it's
been much lower, but we're hopefully going to change that soon)

Usually the emails are for BostonPHP related announcements and we try to
include announcements about community events in those emails, rather than
send them out separately.

We do our best to filter out requests that sound like spam or marketing or
are in some way not in the best interest of our members.
