Daniel,
Ask your group members! First as a group (ask what topics they want to
hear and who they want to hear), and then ask individuals ("Hey, you seem
to know a lot about X. Would you be willing to share that with the group
next month?")
I also try to keep in communication with other local tech groups (besides
PHP) and PHP groups that are a little farther away. They may have a
presenter that could be of interest to your group members. (I recently had
the organizer of a nearby WordPress group give a talk on version control
and git.)
And don't forget about yourself. It's good as a backup (if a speaker
cancels), but also good experience to be the speaker every once in a
while. I'm planning to give a soon talk that I'm polishing up for a
conference.
