This sounds a bit like the php|architect's codeworks tour more or less,
which I still like to see happening here in europe as well (but alas,
too little time to organise one on my own, and not many people are
willing to help out with this). I think it's possible to do something
like this with a small group of speakers and the local meetup groups in
certain countries / states.
