Re: [UG-ADMINS] User Groups and php.net visability

I'd much prefer if all repositories were public but wanted to field 
interest in private repos in the event there was a particular project 
which contained information deemed sensitive, such as API keys. We could 
always get around limitations such as these with a build process that 
uses .gitignore and two-way encrypted keyfiles shared with members. 
Public repositories should work for 99% of cases. I believe it's a great 
way to field interest in improving upon the PHP community.
