After speaking briefly with Beth Tucker Long and Cal Evans at phpDay in
Verona, I now have a clear idea of what my goals should be. The
aforementioned are truly great leaders. :)

I've started putting together the first rudimentary parts of the badge
system. This will give users the chance to earn just one badge if the
contribute to the group's repo, just one badge if they give a talk, one
badge if the blog, and one for contributing to the website, for example.
This will be a way to earn badges, but also addresses the issue of allowing
everyone to earn a badge as a first-time and one-time contribution--this
way new users aren't disadvantaged and older members are given an unfair
advantage:

I'm building it in Laravel since that is my daily bread. In a few weeks I
hope to finish the RESTful calls, setup authentications, and start working
on a rudimentary front end that can be personalized as needed. I think we
will integrate into each user's page on user group's website as a non
modifiable part to the WordPress template.
