On php.ug we ask for an administrative Email-Address of the group. I
could think of adding a checkbox "Add me to the UG-Admins-Email-List" to
make future registration for group-leaders easier. So there would be at
least two ways to join the group that are publicly available.
Regarding the voting I personally would like a two-week period to give
everyone on the list the possibility to come back from a holiday or
conference and still be able to vote whether to go private with the mail
archive. I'm not so sure google groups is the way to go as I think we
have an existing infrastructure so why move everything. But If the
majority thinks google groups is the way to go, I'm fine with that!
