Lorna - The goal is to maintain open enrollment and to keep sign up instructions on PHP.net (Ben mentioned earlier that he would update php.net with whatever new process we put in place), so we aren't making it any more difficult to sign up, just making the message archives private for list members only and also using new tooling to make it easier to search the message archives, etc. Do you still have concerns about the relationship with php.net? If so, I'd really like to hear more about them because I definitely do not want to make the list more difficult to find or join. I am interested in having more privacy for the messages, though, as I think it is important for ug leaders to have a forum to discuss more private matters, like disciplinary proceedings that I feel should not be publicly available.
