Hello accel-config users!

I am pleased to announce accel-config-v3.0 stable release.

    Adds:
    - IAX support
    - New mdev implementation and support for new mdev types
    - New wq API to set max batch and transfer size

    Removes:
    - Removes uuid type mdevs

    Fixes:
    - Static code analysis bugs
