[Accel-config] [PATCH v1 0/3] Update license details in rpm build scripts

Hello,

This patchset updates the rpm build scripts with the new license
details.
- Updated LGPL license to version 2.1
- Added new inbound and outbound license files
- Shortened long file names and removed spaces

Please verify the changes by using them to build rpm package.
