[Accel-config] [ANNOUNCE] accel-config-v3.0.1 release

Hello accel-config users!

I am pleased to announce accel-config-v3.0.1 stable release.

This release does not change any accel-config code and only updates license
details for rpm packaging.

- Add new GPL2 and LGP2.1 license files
- Make license file names shorter and remove spaces
- Fix broken symbolic links of "LICENSE" files in ccan folder
