[Accel-config] [ANNOUNCE] accel-config-v3.4.1 release

I am pleased to announce accel-config-v3.4.1 stable release.

This is a bug fix release with changes in traffic-class configuration

Changes:
    - Bug fix related to traffic-class in listing
    - Ignore or return error if traffic-class is configured in device rev <
      0x200
