Static criu builds

G'day.
Over the past few weeks we have been working on building and packaging a
static distribution of criu (and libcriu) using musl and with all the
dependencies
statically compiled as well.

I don't expect so many people here to have the same need, however I wanted
to signal here that the repository containing the build and packaging scripts is
open source.

The idea is to mirror the criu releases providing the static artifacts for them
as soon as they come out.

The final tarball also includes source code and third party license notices.

you put in criu!
