[DRBD-announce] linstor-server 1.3.0 release

Hi!

This new linstor release contains an external contribution of support for
SPDK[1]
within linstor, it will act like a different snapshot type.
More info can be found at the pull request [2].

Furthermore now the REST access log can now be configured and all property
setter functions are now synchronous.
