[Fuego] Bugfix for attachments exception

Fuego users,

I have fixed a bug with packaging runs, where ftc generated an exception due to missing
the attachments attribute in the run.json file.  Please see this commit if you are interested.

This fix has been pushed to mainline.
If you have seen this bug, please do a 'git pull' of your fuego-core repository to get this fix.
